GIS TECHNICIAN

ATMC, North Carolina’s largest telecommunications cooperative, is currently seeking a full-time GIS Technician .

The GIS Technician prepares, maintains, and revises maps, drawings, tracings and databases for the ATMC Outside Plant Engineering Department, including third party system maps and database information required for regulatory reporting in a fast-paced, productive environment. Utilizes Geographic Information Systems (GIS), Computer-Aided Design (CAD) and various other mapping software, Windows Office, CATV design software and/or data, and AS400 System plant data to prepare layouts, construction materials lists, detail drawings, reports, and maps. Prepares working construction plans and complete drawings, working from detailed Engineering sketches. Develops and maintains paper and digital filing systems for copies of engineering drawings and related materials.

The GIS Technician reports to the Manager, OSP Engineering – GIS/CAD.

Essential Job Functions:
  • Utilizes GIS, CAD, LodeData, Windows Office, AS400 (or other authorized ATMC Systems plant data applications) software, mapping, or database systems to prepare, draft, and maintain layouts, working plans, detail drawings, maps, construction sheets, Continuing Property Records (CPRs), and other related specification sheets or required data specific reports.
  • Ensures drawings, maps, and work prints are readily accessible.
  • Posts, updates, and maintains database of maps, cable counts, CPRs, customer services descriptions and availability, and other necessary data including 3rd Party external maps, data, and databases for regulatory reporting for FCC, Broadband, CATV Franchise, and NC811, as required as part of ongoing records maintenance, including as-builds after construction.
  • Generates maps, materials lists, and work orders and distributes job packages to proper personnel.
  • Provides exceptional customer service to internal and external customers.
  • Interacts in a professional, courteous manner with customers, prospective customers, visitors and vendors. Works positively and cooperatively with co-workers.
  • Demonstrates knowledge and expertise of company’s policies, procedures, confidentiality guidelines and supports the company’s overall mission.
  • Performs all other duties assigned by Manager OSP Engineering -GIS.
Knowledge, Skills, and Abilities:
  • Working knowledge of computer-aided drafting design principles and practices, and mapping software including ESRI GIS (ArcMap, NetDesigner extension), AutoCAD, CableCaD.
  • Knowledge of company policies and procedures
  • Good verbal, listening and written communications skills.
  • Working knowledge in operating various PC software programs, including Word, Excel Spreadsheet, Adobe Acrobat, and skill in operating office equipment such as, printer, plotter, copier, fax and telephone systems.

OUTSIDE PLANT (OSP) PROJECT ENGINEER

ATMC, North Carolina’s largest telecommunications cooperative, is currently seeking a full-time Outside Plant (OSP) Project Engineer .

The OSP Project Engineer is responsible for engineering design and planning assistance for expansion, redesign, or reinforcement of all outside plant facilities on a project level basis for ATMC service area, and for issuing complete work orders, including distribution, cutsheets, and all necessary permits to the construction department. Designs and prepares work plans and detailed drawings for engineering, commercial, large developments, NCDOT rearrangement, fiber-to-the-home (FTTH), CATV system upgrade, fiber splice, data and wireless backhaul, and reinforcement projects. Utilizes working knowledge of fiber, coaxial, and copper communication systems outside plant network design, and uses computer aided design (CAD), geographical information system (GIS) mapping and database systems. Windows Office, LodeData CATV software, and project packages and/or estimates including layouts and detail drawings. Assists in preparing and administering contracts and providing data for regulatory reports.

The OSP Project Engineer reports to the Manager, OSP Engineering – Design.

Essential Job Functions:
  • Prepares work orders and complete project packages to include engineering design for local and wide area OSP networks, cost estimates and comparisons, staking sheets, material requirements, distributions, recommendations, locate requirements, subscriber data changes, and must be knowledgeable in switching, broadband, video, and FTTH system architectures and relevant ATMC data systems input and maintenance.
  • Visit field locations to secure accurate field notes for staking new construction and for replacement or rearrangement of existing outside plant. This will include obtaining right-of-way permits, encroachments, or easements for construction and may include obtaining sites for new or relocated facilities.
  • Makes job safety a primary objective in all duties.
  • Responsible for maintaining the OSP fiber network database records within the GIS/CAD systems.
  • Ensures that construction progresses smoothly by determining that all necessary preliminary work is completed prior to the work order being released to construction. This will include right-of-way permits, private party utility easements, NCDOT encroachment permits, joint-use notification/requests, and coordination with developers, including notification to applicable state, county, municipal, private, or publicly owned power, communications, water, gas, or sewer utilities.
  • Prepares and assists in all phases of the transition between existing and newly constructed plant facilities.
  • Prepares and assists in all phases of the State and Federal Grant process.
  • Verifies cost and type of materials on invoices on all construction jobs.
  • Keeps abreast of new technologies and techniques to be applied to design and build of outside plant facilities.
  • Promotes a positive company image to customers, co-workers, contractors, management, and others.
  • Attends various meetings with management, departments, contractors, government agencies, vendors, and others to ensure company objectives are being met.
  • Reports as requested to ATMC managers regarding work status.
  • Monitors work in progress and assist construction forces with engineering advice as needed.
  • Prepares drawings and layouts for engineering, commercial, and office projects using CAD, GIS mapping, AS400, LodeData, spreadsheet, various documents, and mapping software.
  • Prepares detailed construction sheets, maps, and other related specification sheets for use in the planning, construction and/or installation of telecommunications, broadband, or CATV system equipment.
  • Drafts equipment wiring diagrams, schematics, and other equipment layout designs as required.
  • Participates in intra-departmental planning and training.
  • Maintains a current and valid driver’s license to perform the duties of this position.
  • Performs all other related duties as assigned by upper management.
Knowledge, Skills, and Abilities:
  • Knowledge of twisted pair copper, coaxial, and fiber telecommunications OSP systems design, including voice-grade telephone service (POTS), fiber-to-the-home (FTTH), hybrid-fiber coax (HFC) CATV, and broadband architectures including very high bit-rate digital subscriber line (VDSL) and voice over internet protocol (VoIP). Must be knowledgeable in construction practices and engineering practices and principles regarding each respectively outside plant network system.
  • Ability to utilize CableCAD, NetDesigner/ESRI GIS mapping and database systems, LodeData, Visio, XMAP, and other design, drafting, or mapping software. Working knowledge of AS400 system data or other authorized ATMC data systems including plant and customer records applications.
  • Skill in operating various PC software programs including Word, Excel, Adobe Acrobat, various CAD/GIS specific software, and engineering equipment such as measuring tapes, laser range finder, height measuring rods, measuring wheels, GPS data collection units, and office equipment such as printer, copier, scanner, fax and telephone systems.
  • Knowledge of industry regulations affecting engineering projects.
  • Knowledge of company products, services, policies, and procedures.
  • Good listening, verbal, written communication skills, and above average mathematical and problem-solving skills.
  • Skill in prioritizing, completing multiple tasks, identifying problems and finding resolutions.

  • Accuracy is a must in preparing staking sheets to ensure that all construction will meet applicable codes and RDUP specifications. Failure to do so can cause unnecessary work and/or create unsafe working conditions.
  • Must work in accordance with safe working practices at all times.
Minimum Qualifications/Education and Experience:
  • Bachelor of Science degree in Engineering, or an associate degree in an Engineering discipline with a minimum of 2 years of OSP Engineer experience, or a minimum of 5 years of OSP Engineering experience is required.
  • Bachelor of Science in Engineering is preferred.

The Financial Services Representative, Level I, is responsible for performing billing and collections functions, reconciling billing and collections data, adjusting and reconciling members’ equity, and assisting with activities associated with members’ annual meeting. This is currently a part-time position, but the person in this role must be able to transition to a full-time role and schedule if needed.

The Financial Services Representative, Level I, reports to the Manager, Financial Services.

CONSTRUCTION TECHNICIAN

ATMC, North Carolina’s largest telecommunications cooperative, is currently seeking a Construction Technician .

The Construction Technician operates equipment such as locators, trenchers, backhoes, and borers in burying cable plant and in burying service drops at customer locations. May operate other heavy equipment. Will use hand tools such as shovels, spades, rakes, etc. Responsible for routine care and scheduling maintenance of assigned equipment. Must safely and legally operate a truck with a trailer. This position reports to the Construction Manager.

Essential Job Functions:
  • May assist in burying of cable plant by operating trenchers, backhoes, borers, and other needed powered machinery.
  • May assist with burying service drops at customer locations using trenchers and other digging equipment.
  • Maintains powered equipment by performing and/or scheduling routine and emergency maintenance and repair.
  • Frequently uses hand tools such as shovels, spades, rakes, etc. to perform finishing work in confined areas.
  • May operate truck with trailer attached.
  • Locates ATMC facilities as needed.
  • Performs all other related duties as assigned by management.
Knowledge, Skills, and Abilities:
  • Knowledge of telephone plant and line construction process preferred.
  • Ability to communicate with co-workers and various business contacts in a professional and courteous manner.
  • Ability to read and interpret documents such as maps and operating and maintenance manuals.
  • Ability to obtain and maintain a Class “A” CDL driver’s license.
  • Ability to effectively function as a team player.

ACCOUNTANT

The Accountant is responsible for the accurate maintenance of accounting records, such as check disbursements, journals, depreciation records, inventory records, preparation of financial statements, taxes, accounts payable, accounts receivable, and bank statements, as well as payroll preparation, including review of employee time reports, payroll deductions, reductions, and withholdings. The Accountant must stay up-todate on RUS, FCC, and PUC telephone utility accounting.

The Accountant reports to the Accounting Manager.

Essential Job Functions:
  • Maintains ledgers and financial records, including journal entries, accounts payable/receivable records, bank reconciliations, and check and cash disbursements in accordance with established guidelines and procedures.
  • Prepares various financial reports for use by management in assessing financial status of organization.
  • May be responsible for one or more accounting areas, including accounts receivable, accounts payable, payroll, inventory management, cost studies, contract maintenance, unclaimed property management, census reporting, and grant reporting.
  • Prepares financial reports, including monthly, quarterly, and annually, for use by management and external sources in assessing financial status of organization. Assists with development and maintenance of budgets, prepares periodic reports that compare budgeted costs to actual costs.
  • Maintains continuing property records by evaluating and inventorying real property and equipment, recording information such as the property description, item number, value and location.
  • Assists with preparation for the audit process.

MATERIALS COORDINATOR

ATMC, North Carolina’s largest telecommunications cooperative, is currently seeking a Materials Coordinator .

The Materials Coordinator is responsible for coordinating and expediting the flow of materials according to construction demands, shipping schedules, and departmental priorities while compiling and maintaining detailed records. Determines material requirements to identify and track material overages, shortages, and receiving delays.

The Materials Coordinator reports to the Director of Corporate Accounting.

Essential Job Functions:
  • Collaborate with various departments to manage efficient flow of all materials.
  • Prepare reports for all materials and manage transportation of materials from one department to another and prepare all production records using Microsoft Excel or Dynamics AX.
  • Coordinate with all department managers to ensure accountability for all materials.
  • Maintain all sensitive data information and prepare appropriate project schedules.
  • Maintain all information for status of materials on a weekly basis.
  • Oversee aspects of material fulfillment to ensure expectations are met with regard to scope, timeline, budget, and service requirements while maximizing overall order completion.
  • Collaborate with the Engineering Department, Procurement, and Warehouse staff to schedule all deliveries, manage all delays, and ensure compliance to all material requests.
  • Ensure the uninterrupted flow of services by obtaining and ensuring delivery of acceptable quality of materials at a reasonable price and at the appropriate time.
  • Develop reliable alternate sources of supplies to meet company requirements.
  • Monitor supply markets and trends (e.g., material price increases, shortages, changes in suppliers) and interpret the impact of these trends on company strategies.
  • Identify the critical materials and services required to support company strategies in key performance areas.
  • Create and maintain an inventory item catalog.
  • Develop, evaluate, and implement a purchasing and materials policy.
  • Maintain just-in-time inventory levels.
  • Perform all other duties as assigned by the Director of Corporate Accounting.

COMMUNICATION SERVICES LEVEL II TECHNICIAN

ATMC, North Carolina’s largest telecommunications cooperative, is currently seeking a Communication Services Level II Technician . ATMC is located along the beautiful Atlantic coast in Brunswick County, N.C., halfway between Wilmington, N.C. and Myrtle Beach, S.C.

The Communication Services Level II Technician will work in the Communications Services Control Center, which consists of the Broadband Level II Technical Support, Installation, Repair, and Assignment departments. Duties consist of processing service orders, dispatching trouble reports, dispatching work orders, receiving incoming customer trouble calls and troubleshooting each repair call before dispatching, incoming work completion calls, entering information into ATMC’s trouble management system using a personal computer, and assigning all service-related orders.

Level II is responsible for providing laptop/desktop/server/wireless support to ATMC customers over the phone. Regular repair work hours are 8:00 AM to 5:00 PM. On-call work hours are 9:00 AM to 6:00 PM. However, the Level II on-call technician provides monitoring from 8:00 AM to 10:00 PM in one-week increments. When working on Saturday, the Level II Technician takes a day off during the workweek prior to that Saturday if workload permits. Schedules are subject to change.

The Communication Services Level II Technician reports to the Manager, Communications Specialists.

Essential Job Functions:
  • Receive customer requests by telephone and/or email escalations regarding DOCSIS, IPTV, VDSL & ADSL
  • Proficiency in ATMC’s Work Management system, assign work tickets to repair technicians and/or appropriate departments

The OSP Senior Project Engineer is responsible for engineering design and planning for upgrade, expansion, redesign or reinforcement of all outside plant facilities on a project level basis for ATMC service area, and for issuing complete work orders including distribution, cutsheets, and all necessary permits to the construction department. Responsible for creation, coordination, maintenance, and administrative procedures involving OSP related contracts such as RUS, construction, splicing, engineering, etc. Provides data to assist in preparing regulatory reports.

The OSP Senior Project Engineer reports to the Manager, Outside Plant Engineering, Design.

Essential Job Functions:
  • Prepares and coordinates work orders and complete project design packages to include engineering design for local and wide area OSP networks, cost estimates and comparisons, staking sheets, material requirements, distribution, recommendations, locate requirements, subscriber data changes, and must be knowledgeable in switching, broadband, video, and FTTH system architectures and relevant data systems input and maintenance. May enlist the efforts of OSP engineers, OSP project engineers, OSP drafting technicians, and engineering contractors in order to coordinate/complete major project tasks.
  • Visit field locations to secure accurate field notes for staking new construction and for replacement or rearrangement of existing outside plant. This will include obtaining right-of-way permits, encroachments, or easements for construction and may include obtaining sites for new or relocated facilities.
  • Ensures that construction progresses smoothly by determining that all necessary preliminary work is completed prior to the work order being released to construction. This will include right-of-way permits, private party utility easements, NCDOT encroachment permits, all federal and state agency permits, joint-use notification/requests, and coordination with developers including notification to applicable state, county municipal, private or publicly owned power, communications, water, gas, or sewer authorities.
  • Prepares and assist in all phases of the transition between existing and newly constructed plant facilities.
  • Verifies cost and type of material on invoices for all construction jobs.
  • Keeps abreast of new technologies and techniques to be applied to design and build of outside plant facilities.
  • Promotes a positive company image to customers, co-workers, contractors, management and others.
  • Attends various meetings with management, departments, contractors, government agencies, vendors and others to ensure company objectives are being met.
  • Reports as requested to ATMC managers regarding work status.
  • Monitors work in progress and assist construction forces with engineering advice as needed.
  • Prepares drawings and layouts for engineering, commercial, and office projects using CAD, GIS mapping, AS400, LodeData, spreadsheet, and various documents, database and mapping software.
  • Prepares detailed construction sheets, maps, and other related specification sheets for use in the planning, construction and/or installation of telecommunications, broadband, or CATV system equipment.
  • Drafts equipment wiring diagrams, schematics, and other equipment layout designs as required.
  • Participates in intra-departmental planning and training.
  • Makes job safety a primary objective in all duties.
  • Maintains a current and valid driver’s license to perform the duties of this position.

Knowledge, Skills, and Abilities:
  • Knowledge of twisted pair copper, coaxial, and fiber telecommunications OSP systems design, including voice-grade telephone service (POTS), fiber-to-the-home (FTTH), hybrid-fiber coax (HFC) CATV, and broadband architectures including very high bit-rate digital subscriber line (VDSL) and voice over internet protocol (VoIP). Must be knowledgeable in construction practices and engineering practices and principles regarding each respectively outside plant network system.
  • Ability to utilize CableCAD, NetDesigner/ESRI GIS mapping and database systems, LodeData, Visio, XMAP, and other design, drafting, or mapping software. Working knowledge of AS400 system data or other authorized ATMC data systems including plant and customer records applications.
  • Skill in operating various PC software programs including Word, Excel, Adobe Acrobat, various CAD/GIS specific software, and engineering equipment such as measuring tapes, laser range finder, height measuring rods, measuring wheels, GPS data collection units, and office equipment such as printer, copier, scanner, fax and telephone systems.

Minimum Qualifications/Education and Experience:

Bachelor of Science in Engineering with a minimum of 5 years’ experience as an OSP Project Engineer or a 2-year technical degree in an Engineering discipline with a minimum of 10 years’ experience as an OSP Project Engineer. Bachelor of Science in Engineering preferred.

  • Installs new services and equipment for subscribers by installing CAT 5 wiring, co-ax cable, aerial drop wire, fiber optic cables and related equipment, ground blocks, station protectors, network interface devices, CATV splitters, CATV amps, modems, routers, switches, HPNA bridges, CATV boxes, indoor and outdoor power supplies, ONTs, and MDUs.
  • Verifies Quality of Service by means of various test equipment, including, but not limited to: Laptops, JDSU V3 Meter, EXPO Meter, Sunrise Meter, Tempo Sidekick, Cable Scout, Dynatel Locator, Fiber Light Meter, Volt/OHM, and Data Safe Test Sets.
